quarter laws
read the laws carefully; all supernatural beings must abide.

All of the laws located below must be followed at all times by every supernatural being. Failure to abide by these laws will merit punishment to any character found breaking these laws. Failure to accept punishment will result in member disciplinary action.

Those that violate these laws will be faced with levels of punishment depending on the number of times this law has been broken in the past by the being in question. To make it easier, the levels will be posted so that members will know what to expect should their characters break a law.

Please scroll to the bottom of the thread for details about certain punishments such as garden confinement and public execution.

law 001.

Supernatural secrecy is paramount. Supernatural beings are not allowed to discuss any aspect of their "uniqueness" in public, online, or in any other situation in which they may be recorded or overheard.

01. 1st offence: One written warning.
02. 2nd offence: 10 hours of community service.
03. 3rd offence: 5 days in the Gerard garden.
04. Additional offences add 5 days to garden confinement.

law 002.

Supernatural beings that have access to magic are prohibited from using said magic (including spell casting) and are not permitted to use their magical abilities within the city confines. City confines are marked off as all of the city of New Orleans.

01. 1st offence: One written warning.
02. 2nd offence: Vampire raid on homes & shops.
03. 3rd offence: Public death in the city square.

* In desperate times, permission may be granted to magic-wielding beings if paperwork is filed.

law 003.

Any plans or attempts on those that manage the French quarter will not be tolerated. Gossip centering around a specific group or beings with the will and the means to try and strike against those that manage the French quarter will also not be tolerated.

01. 1st offence: Public death in the city square.

law 004.

Any disrespect to those that manage the French quarter will not be tolerated be they in person, in public or in online areas that are monitored or unmonitored. Comments, insults, discrimination and prejudices will be seen as harassment and will be punished accordingly.

02. 2nd offence: 10 hours of community service.
03. 3rd offence: 5 days in the Gerard garden.
04. Additional offences add 5 days to garden confinement.

law 005.

Werewolves are not allowed within the French quarter of New Orleans. There are exceptions to this law, as events such as Mardi Gras tend to take place within the French quarter confines. Because of this - so long as there is written notice from the supernatural beings in question - werewolves can be able to venture into the French quarter.

* In addition to personal shopping, events and jobs, two 'grace' days are given to the werewolves. These two grace days are Wednesdays and Saturdays and are to be used for shopping, grooming or entertainment.


01. 1st offence: 10 hours of community service.
02. 2nd offence: 5 days in the Gerard garden.
03. 3rd offence: Public death in the city square.

law 006.

Vampires are not permitted to kill other vampires under any circumstance within the city confines. City confines are marked off as all of the city of New Orleans. This includes vampires in their right states of mind and vampires that have opted out of feeling emotions. This also includes vampires that assist in managing the French quarter and vampires entering the city on a temporary basis.

01. 1st offence: 30 days in the Gerard garden.
02. 2nd offence: 30 days in the Gerard garden.
03. 3rd offence: Public death in the city square.

law 007.

Vampires are not permitted to feed from human victims living within the city confines. City confines are marked off as all of the city of New Orleans, though they may feed from tourists so long as said tourists are compelled to forget and no bodies are left. There are two exceptions to this law. The first being that at any event thrown by Marcel Gerard is an invitation for vampires to feed on tourists selected to be invited; bodies can be drained and will be disposed of by those managing the French quarter. The other exception being that anyone managing the French quarter is permitted to feed whenever and wherever hunger or temptation strikes so long as no bodies are left behind and all bodies are properly disposed of.

* In addition to this law, all vampires must order their blood through the local blood bank. Units will be monitored per registered vampire and any seen abusing the donations by ordering in bulk or overusing the service will have their name removed from the receiving list and be forced to venture out of the city to acquire blood.

law 008.

Harming a human being that is a permanent resident of New Orleans is prohibited. This is because humans are protected under an agreement that those managing the French quarters have with public figures such as government officials, law officials and religious officials. Supernatural beings are given freedom in New Orleans so long as human residents remain unscathed.

01. 1st offence: Mimicked injuries that were inflicted on the human.

law 009.

Covens of vampires and werewolves that are already with daylight or moon rings (such as the Salvatore family and select members of werewolf packs) will be permitted to keep their daylight or moon rings but are not permitted to create new daylight or moon rings for any new vampires or werewolves looking to join their family or packs.

01. 1st offence: Stripping of any/all daylight or moon rings.

law 010.

Witches are not to create daylight rings for any vampires or moon rings for an werewolves at any given time unless asked or instructed by those managing the French quarter. Any witch in possession of the spell needed to create daylight or moon rings must voluntarily hand said spell over to those managing the French quarter.

01. 1st offence: One written warning.
02. 2nd offence: Vampire raid on homes & shops.
03. 3rd offence: Public death in the city square.

law 011.

Cross-species marriages must be approved outside of those managing the French quarter. Those managing the French quarter are permitted to engage in marriages with beings belonging to other species for connection purposes. In the case of marriages between two different species that have already consummated, all marriages will be temporarily nullified until approved.

01. 1st offence: Marriage nullified; ban on future children.
02. 2nd offence: Spouse's public death in the city square.
law 012.

Reproduction - while not every single case is monitored - can be banned with reason. Any supernatural beings thought to be using reproduction as a natural way to strengthen their numbers will have a ban placed on creating life through natural means. Some marriages - as stated above - may have bans on naturally growing their family, but this ban must have merit.

01. 1st offence: Termination of pregnancy through lethal herbs.
02. 2nd offence: Termination of pregnancy through lethal herbs.
03. 3rd offence: Public death in the city square.

law 013.

No supernatural being with the ability to create another of their species through a bite, magic or through any other means is permitted to turn a human being into a supernatural being without permission. Paperwork can be filed for such a request.

01. 1st offence: 7 days in the Gerard garden.
02. 2nd offence: 7 days in the Gerard garden.
03. 3rd offence: Public death in the city square.

law 014.

Any supernatural being with abilities is not permitted to boast about said abilities, nor use said abilities to gain personal profit. They - much like the secret of the supernatural in its entirety - is to remain in secrecy at all times.

01. 1st offence: 30 day removal of said ability through magical means.
02. 2nd offence: 30 day removal of said ability through magical means.
03. 3rd offence: 365 day removal of said ability through magical means.

law 015.

That said, supernatural beings that have unique preternatural abilities, such as telekinesis, pain transference, and other forms of psychic and physical manipulation, are expressly forbidden from using these abilities within the confines of the city. Allowances may be submitted for unique cases, such as when defense is explicitly required.

02. 2nd offence: Contract to use the ability for Marcel alone.
03. 3rd offence: Public death in the city square.

law 016.

All supernatural beings must register their name (both first and last) as well as their breed as a type of census to keep tabs on the numbers of each species residing in (or around) the main city.

01. 1st offence: Information solicited to add to the census list.
02. 2nd offence: Exiled from the city of New Orleans.

law 017.

Humans are not to learn of supernatural world, though there are few exceptions to this law. Paperwork can be filed if it is paramount that a human be alerted to the supernatural (for protection purposes, work purposes or if they are going to be turned into a supernatural being, themselves).

01. 1st offence: 7 days in the Gerard garden.
02. 2nd offence: 7 days in the Gerard garden.
03. 3rd offence: Public death in the city square.

law 018.

Emissaries are permitted in werewolf packs, however these emissaries must be official, registered emissaries, human, and cannot be turned at any given point to increase a pack's numbers. The only exception to this law is to save the life of an emissary, though notice (in the form of the proper paperwork being filed) is requested.

01. 1st offence: Immediate termination of all emissaries.
02. 2nd offence: 10 hours of community service.
03. 3rd offence: Emissaries' death in the city square.

law 019.

Since faerie blood is a delicacy and a serious temptation for all vampires, and since faeries fall under the law of protection in New Orleans, all faeries must donate blood once every three months. This blood is used as a delicacy at Marcel Gerard's events for those that assist him in managing the French quarter.

01. 1st offence: Vampire raid on homes & shops.
02. 2nd offence: Hunting of faeries temporarily allowed.

law 020.

While it is not a law that all supernatural beings be on the 'good' side of 'good versus evil', beings are not permitted to use their choice to lean more towards the dark angle of being a supernatural being as reason to break laws.

01. 1st offence: Public death in the city square.

law 021.

Taxes are electable, in the sense that you can choose what bracket you pay towards. Higher brackets means more concessions. For example, if you break a law, you might receive a lesser punishment once or twice because you've been paying into a higher bracket. However, three strike rule applies, and once that's done, your concessions are removed and you must then move into a higher bracket to get them back. All supernatural beings must pay a minimum tax, but it's only 5% of current income.

01. 1st offence: 250 dollar fine will double each time they aren't paid.



punishments in detail

01. Written warnings will be given in the form of an official warning being written in the 'warnings' board. You will need to post a confirmation and acceptance of the warning upon receiving it.

02. Community service are hours of a character's time 'donated' to Marcel. They will be used around his mansion however he sees fit. Tasks during community service could be innocent (like assisting with cooking cleaning, etc...) or slightly more sinister like providing blood to his vampires should you be of the human persuasion.

03. Garden sentences are terms served in the basement of the Gerard mansion that has been dubbed 'the garden'. This 'garden' resides in the basement of the Gerard manor and is where vampires are encased in stone walls and starved as punishment. Vampires being punished will be staked with wooden stakes to one of the walls while other species (like werewolves and faeries, for example) are imprisoned in dungeons and large cages.

04. Vampire raids are raids unleashed onto the homes and businesses of someone found to be breaking a law. Raids can leave homes and businesses (like shops and stores) completely brutalized as well as any friends and relatives found within potentially injured (although not killed).

05. Public execution in the city square typically takes place between midnight and three in the morning; the streets are void of spectators though Marcel and his vampires are present. Marcel stands as the executioner; his methods of executing a law-breaker range from neck-breaking to throat slashing.

06. Exiled from the city of New Orleans is a punishment that is fairly extreme (not more so than public execution) and is dished out to those that cannot be trusted to continue living within the confines of the city of New Orleans. Those have have been ordered out of the city will not be allowed back so long as Marcel reigns and if they are found within the city confines after being exiled, they will be publicly executed.

07. Mimicked injuries that were inflicted on the human is a punishment given to any supernatural being that causes physical harm to a human being that resides in New Orleans. For example, if a supernatural being breaks the arm of a human being, said supernatural being will have their arm broken and it will stay broken until the human fully heels. Killing a human, of course, is an instant public execution with few exceptions. If it is found that a human's death was necessitated in order to continue the preservation of the law of secrecy, a lesser punishment will be assigned. In any case where a human is harmed by a supernatural, but not killed, vampires assisting in managing the French quarter will be dispatched to compel them to forget.

08. Stripping of any/all daylight or moon rings simply means that any group of vampires or werewolves found trying to produce more of these gifted rings will have their own taken from them rendering vampires victim of sunlight and werewolves victim to shifting during full moons once again. Any other rings (either sunlight or moon rings) created will be destroyed.

09. Marriage nullified; ban on future children is a punishment given to anyone that illegally marries within the confines of the city of New Orleans to another species. The marriage will be voided and there will be a ban on future children. Should children be illegally born, they will be taken into Marcel's custody and put up for adoption in other continents.

10. Spouse publicly executed in the city square is a punishment that will take place should a couple attempt - a second time - to marry or to have an illegal marriage recognized in the city of New Orleans.

11. Termination of pregnancy through lethal herbs is a safe and non-cruel way of aborting a pregnancy. Werewolves (for example) would be expected to ingest a small amount of wolfsbane to terminate their pregnancy safely.

12. Removal of abilities through magical means will last anywhere between 30 and 365 days depending on the number of times the given law is broken. Abilities (like visions, the ability to raise the dead, etc...) will be magically removed from the being in question and restored once the length of punished time has ended.

13. Contract to use the ability for Marcel alone is a contract between Marcel and the supernatural being in question that dictates that the being in question may only use their ability (like telekinesis) for Marcel and his advantage.

14. Hunting of faeries temporarily allowed simply means that the laws protecting faeries from being hunted by vampires in the first place is lifted for a short period of time (typically one 12 hour night) and vampires are able to hunt and feed on faeries freely, without bringing death to any of them.
